Permits Issued by the Community Development Department
The Community Development Department issues the following permits and clearances. Administrative permits, such as fence or banner permits, can be applied for online using the Community Development Self Service Portal. Change of Use Permits
A Change of Use Permit is required to change the use of a structure or property. A change from any use in the "Household Living" use category to any other use or from any nonresidential use to a residential use requires a Site Plan Review.
Driveway Permits
Required for the widening of an existing driveway or construction of a new driveway.
Floodplain Development Permits
No person shall construct or maintain any use or structure nor make any development or topographically alter land for any purpose that may adversely impact the floodplain or floodway or within any area of special flood hazard without first obtaining a floodplain permit.
Mobile Food Vendors (Food Trucks)
A permit may be required for the operation of a Mobile Food Vendor, also known as a Food Truck. For more information, reference the Mobile Food Vendors FAQ (PDF).
Temporary Use Permits
Prior to conducting or establishing a temporary use or temporary structure, approval of a Temporary Use Permit is required. For special events and activities conducted on public property, such as school sites and City parks, see the Special Event Permit section below.

Permits & Licenses Issued Through Other City Departments
Required if an event is open to the general public and will take place within normal vehicular or pedestrian traffic on a City public street, property (Including parks and trails), or right-of-way. Review the Special Event Permit webpage.
Industrial Pre-Treatment Permits
Required for Industrial uses as well as Commercial uses such as restaurants, vehicle service facilities, and machine shops. For more information contact the Wastewater Treatment Plant at 970-256-4180.
Liquor License
A liquor license is required to sell alcohol. For more information visit the Liquor License page and contact the City Clerk's Office at 970-244-1509.
Sales and Use Tax License
A sales tax license is needed to do business in the City of Grand Junction. For more information visit the Sales, Use, and Lodging Taxes page and contact the Sales Tax Division at 970-244-1521.
Business License
The City of Grand Junction does not issue business licenses. However, please confirm with the Sales Tax Division if a sales or use license is required for your business. Contact the Sales Tax Division at 970-244-1521.
Permits & Licenses Issued Through Mesa County
Contractor's License
Apply for a Contractor's License and find required testing information. For more information visit Mesa County Contactor's Licensing and contact the Mesa County Building Department at 970-244-1631.
Building Permits

Mesa County Health Department Licenses
Required for schools/daycares; body art/tattoo parlors; restaurants. For more information contact the Mesa County Health Department at 970-245-8900.
