The City of Grand Junction is excited to announce that Kimberly Bullen has been selected as Deputy City Manager. She is a respected and accomplished public sector leader with more than 25 years of experience in local and state government. Throughout her career, Kimberly has demonstrated a deep commitment to community engagement, collaborative leadership, and effective service delivery. Kimberly has extensive knowledge in infrastructure management, strategic planning, intergovernmental relations, and community resilience. Currently serving as Public Works Director for the City of Fruita, she oversees multimillion-dollar budgets, capital improvement planning, and a diverse team focused on delivering high-quality municipal services that meet the needs of a growing city.
Kimberly’s leadership experience spans a wide range of executive roles, including County Administrator for Rio Blanco County, Assistant City Manager for the City of Rifle, and Northwest Regional Manager for the Colorado Department of Local Affairs. In each of these roles, she has guided strategic initiatives, advised elected officials, managed large teams, and driven policy solutions that reflect community priorities and values. She brings a collaborative, solutions-focused approach to public service, and has a strong track record of building partnerships with community organizations, business leaders, and elected officials to advance shared priorities.
She holds a Master’s in Public Administration from the University of Colorado Denver and a Bachelor's in Biology from Western Colorado University. Kimberly is an active member of the Colorado City/County Management Association (CCCMA) and the International City/County Management Association (ICMA). A resident of Grand Junction for the past 28 years, Kimberly is deeply invested in the city’s future. She is known for integrity, inclusive leadership style, and ability to navigate complex challenges with professionalism and clarity.
